2025年7月，行政院批准了「投資台灣2.0」計劃，這是政府將台灣定位為全球企業首選投資目的地的策略性擴展。
「投資台灣2.0」計畫是一個強大的激勵措施，在鼓勵海外台商和外國企業來台灣投資和擴張。主要領域包括人工智慧、網路安全、軍事技術、醫療保健和服務業。這些領域被認為對台灣未來的競爭力至關重要。
從2025年到2027年，政府計劃在三年內提供高達7,200億新台幣（約250億美元）的貸款，並補貼將貸款服務費從0.1%-0.7%降至0.3%-1%。這些財政激勵措施主要在降低企業來台投資的門檻，使台灣成為吸引創新企業的中心。此外，該計畫主要目的在吸引1.2兆新台幣（超過410億美元）的投資，並創造約8萬個就業機會。政府也將於2025年下半年啟動新措施，包括強化行政服務和擴大融資，以簡化投資流程，並根據企業規模提供量身定制的財務援助。

Earlier this week, Taiwan’s Cabinet approved the “Invest Taiwan 2.0” initiative, a strategic expansion of the government’s efforts to position Taiwan as a premier destination for global enterprises.
At the core of Invest Taiwan 2.0 are robust incentives designed to encourage both overseas Taiwanese and foreign businesses to invest and expand within the island.
Key sectors include artificial intelligence, cybersecurity, military technology, healthcare, and services—areas identified as vital to Taiwan’s future competitiveness.
From 2025 to 2027, the government plans to deploy up to NT$720 billion (approximately US$25 billion) in loans over three years, accompanied by subsidies that reduce loan service fees from 0.3 to 1 percent, up from the original 0.1 to 0.7 percent.
These financial incentives are aimed at lowering entry barriers for companies investing in Taiwan and making Taiwan an attractive hub for innovation-driven enterprises. Additionally, the initiative aims to attract NT$1.2 trillion (over US$41 billion) in investments and generate around 80,000 jobs.
Initiatives to be announced progressively in the 2nd half of 2025 include enhanced administrative services and expanded financing options designed to streamline investment processes and provide tailored financial assistance based on company size.
In addition to direct financial incentives, the government aims to bolster Taiwan’s position as a high-tech innovation hub and manufacturing powerhouse. By fostering industry-government collaboration and leveraging Taiwan’s technological strengths, especially in AI and sustainable development, the initiative aspires to amplify Taiwan’s role in the international supply chain.
